Hail to the Cheif

In 2008, a dark horse won the Democratic nomination, Samual Franklin. In an even more shocking turn of events, he ran with Allen Winston, a moderate Republican, as his vice-president. Over the past year and a half, President Franklin has done some striking reforms mostly in the area of metahuman rights. While not completly out, there are only a few thousand troops in Iraq as the Iraqi army has almost completly taken the reigns of policing itself. He currently has a 81% approval rating, but the other 19% is very vocal.

Blind Justice

In 2003, the supreme court ruled that accommodations must be made for metahumans prisoners. Previously, metahumans were treated rather cruelly in many cases; including surgical alterations, complete restraints and an unusually high execution rate. The new ruling required that special cells were made to hold metahumans, which normally have to be specially tailored for each one. Execution are only acceptable in cases that would normally result in execution (which still seems to come down more often than for the normals). Constant sedation is allowed in special cases, when no other alternative is possible.

This is a strongly opposed ruling though. This is an extremely expensive treatment especially considering the cost of the damage many metahumans have already caused. Also the metahumans seem to have a knack for getting out.
